Services to Foreigners Versus U.S. Citizens

It is clear to me the US citizen needs to be able to easily compare how foreigners are treated compared to themselves. I will initiate a process to identify and resolve unjustified disparities in the treatment of US citizens versus foreigners.  Differences will be documented and made available in a transparent and open manner so readers worldwide can better understand the status quo.  I will then initiate a process to resolve the unjustified differences…some tribes will be delighted… other tribes will be disappointed.  I highly suspect the U.S. Secretary of State office is the culprit for creating such disparities between foreigners and U.S. citizens… and U.S. taxpayers are paying for such services while not receiving the services themselves.  If the goal of the U.S. Secretary of State office was to improve upon the worldwide image of the United States… it seems like a dismal failure to me while creating a disparity of treatment among people who already reside in the US.  For example, I have identified eligible international students who possess a Student Visa are able to receive Training Opportunities in the United States. I remember reading the college/university’s paid staff must provide assistance directly to the international student in order for the international student to obtain a training-related job. Therefore, post-secondary institutions of higher education schools (i.e. colleges and universities) better think twice about charging our college youth for this additional service especially upon knowing I know post-secondary vocational education schools have been providing training-related job placement services and reports on placements as part of the standard tuition rates for many decades.

Educators may want to take a look at my Resume in the upper right corner at In My Own WordsI can talk your language all day long AND I do not need a commission to make recommendations AND I will permit the news media to listen to our conversations.  Of course, this will result in  (1) the removal of degree generating programs of study because our youth are unable to find training-related employment upon receipt of their degree, (2) freeing up current US students to participate in science, technology, engineering, and math (STEM) programs of study, and (3) a society where our college graduates will be able to repay their Federal Student Aid used to pay-in-advance to attend your colleges/universities.  What risk has been borne by institutions of higher education?  Higher education’s Must-Have-a-Degree branding is fueled only by its capacity to find more and more students… not whether graduates become employed. Furthermore, it will only be a short period of time before I address post-secondary educational institution’s student refund policy within the context of Accreditation in the United States.  I have other issues to address with higher education; however, this is not the blog post to do so.

The international student will continue to receive services to find training-related employment and I will insure the U.S. student receives a service to coincide with the international student.    These inequalities need to change… I’ll fix this too.

Ensuring Lawful Interrogations

I intend to repeal Executive Order 13491 signed by President Obama on January 22, 2009 and replace it with a more comprehensive Executive Order detailing lawful interrogations around the world including domestically in the United States.  Executive Order 13491 primarily addresses lawful interrogation within the context of military combat operations.  The U.S. Attorney General is also responsible for ensuring lawful interrogations in the U.S.  The owner of this worldwide process for ensuring lawful interrogations is the U.S. Attorney General.  It seems the Judicial Branch (i.e. U.S. Courts) is still dealing with the old Miranda Warning requirements where subjects should be notified of his/her rights to seek legal counsel (e.g. USA v. Michael D. Barnes, No. 11-30107, D.C. No. 3:09-cr-00001-TMB-1; and   USA v. Miguel Morales Colon, No. 13-15955, D.C. Docket No. 0:13-cr-60166-WPD-1).  I absolutely believe confusion exists among law enforcement personnel due to likely multiple interpretations of Miranda Warning/et. al. requirements.  These two court cases deal with the FBI; however, I am confident it is systemic throughout law enforcement at the federal, state, and local levels.  This is a System problem… not a People problem.  In other words, Management is the responsible party… not the Employee.  Secretary Loretta Lynch is not responsible for this System problem as she is new to her position; however, her predecessors are responsible including but not limited to former U.S. Attorney General Eric Holder.  Eric Holder was in the position for long enough to have known this issue was in need of improvement.  On the other hand, it was on Eric Holder’s watch or shortly thereafter that I observed (1) a noticeable enforcement of laws against those responsible for the 2008 housing crisis, (2) an attempt to standardize Use of Force used by law enforcement, and (3) an attempt to clarify the state’s role in legislating marijuana after President Obama stated he smoked marijuana.  This means to me former U.S. Attorney General Eric Holder did the best he could which is good enough for me through my weighing of overall benefits derived by the U.S. society of the issues described herein.

US President Owns the Consequences

The US President owns the consequences whenever he/she chooses to speak of social issues which have already been debated and legislated.  The United States and its citizens need time to settle down even though the activists will want to continue the discussion.  This is so obvious to me that I look for ulterior motives whenever a President chooses to continually raise social issues for which the country has undergone a catharsis.  These consequences include but are not limited to confusing (1) Executive Branch personnel who have previously been empowered to enforce legislated social issues, (2) Judicial Branch personnel who are in the trenches adjudicating legislated social issues, and (3) Legislative Branch personnel questioning whether it needs to review/et. al. legislated social issues, and (4) results in the public becoming the pawn being moved back and forth by the news media.  The President needs to clearly identify actionable measurements when his/her convictions weigh heavily on his/her mind.  The absence of actionable measurements leaves everyone debating the consequences… only actionable measurements provide needed clarity to understand the context of the President’s message.

Revolving Doors in Government

I intend to close the Revolving Door from government to government-related work.  I am absolutely convinced such Revolving Door activities prohibit open and transparent competition, consumes too much time of Executive Branch employees… and does not add value to the federal government services and benefits while increasing the cost to the taxpayers.   The Revolving Door equally effects both, the Executive Branch and Legislative Branch.  You may review a sampling of related blog posts at:

I recognize it will be nearly impossible for me to have laws and labor union agreements changed so as to close this door all the way.  Therefore, I am advising all Executive Branch employees, government subcontractors, and the Legislative Branch that former federal government employees will not be able to work as a subcontractor or lobby on behalf of lobbying firms for a period of three years.  I have found the three-year period to be sufficient due to employee turnover, promotion, termination, retirement, and other employment-related actions.  First, I will Blacklist the individual, and separately, the firm.  Secondly, the individual and the firm can, individually or jointly, appeal the Blacklist determination in full view of the news media.  I will insure all documents are open and transparent so the public including a politician’s constituents, news media, and other foreign governments can learn the United States best practices and process improvements to adding value back to the taxpayer where it belongs.  Also, the transparency of the process will be used to train future generations of leaders; therefore, the news media is encouraged herein to follow Ethics: Journalists. This is the real deal and military contractors are included in this requirement.  This needs to be fixed while I am President or it will not happen resulting in future generations of leaders continuing to be saddled with these incestuous relationships.  This initiative is essential to sustain US economic security and global commerce including the US small business sector.  The White House’s Office of Federal Procurement Policy in the Office of Management and Budget (OMB) will be the vehicle I will use to close the Revolving Doors.  I will review and build upon Presidential Executive Orders such as but not limited to Fair Pay and Safe Workplaces to update the definitions, thresholds,  penalties/et.al. related to the activities described elsewhere in this blog post.

Government and Business Accounting Standards

I intend to insure the President’s Budget adheres to the current FASAB Handbook of Federal Accounting Standards and Other Pronouncements, as Amended.  I intend to adopt a set of revised standards (as described below) for the leaders of future generations to better manage the US society.  I understand accounting so it will be easy for me to facilitate the work being done by the Executive Branch federal employee workforce.  I am specifically excluding federal contractors involvement in the processes described below.  We need to get this completed and implemented before the mass exodus occurs among the federal employee workforce… they will be retiring soon.  Additionally, I will present the President’s Budget on an annual basis to the joint session of the United States Congress.  It will be necessary for me to insure the President’s Budget is regularly adjusted for the actions I describe in my blog posts or I have learned to be a Best Practice or Process Improvement including but not limited to:

“This Statement establishes accounting standards for liabilities of the federal government not covered in Statement of Federal Financial Accounting Standards Number 1, Accounting for Selected Assets and Liabilities, and in Statement of Federal Financial Accounting Standards Number 2, Accounting for Direct Loans and Loan Guarantees. This Statement defines “liability” as a probable future outflow or other sacrifice of resources as a result of past transactions or events.”

  • Implementation of Federal Budget Deficit blog post action items including a corresponding or matching reduction in the budgets of the Legislative Branch and Judicial Branch where a reduction of workload is obvious at first appearance or prima facie.  The three branches discussing a coordinated approach may result in tax reductions at the federal, state, and local levels of government.  I hope another level of government does not take advantage of the taxpayer by increasing a tax (e.g. gasoline) due to the Executive Branch’s success in lowering or eliminating a federal tax due to implementation of best practices and process improvements.  I recently observed something similar in the for-profit sector when the cost of oil nose-dived as the US increased its own energy capacity… only to have the pharmaceutical industry increase its costs to the consumer.  It was apparent to me the pharmaceutical industry was trying to get some of the money consumers were able to pocket due to the lower cost of gasoline.
  • I am interested in reviewing those laws, regulations, and policies which result in significant unreasonable and unjustified cost to the US economy PRIOR TO court litigation.  I view court litigation as something to avoid whenever possible… lawyers may not appreciate this view; however, it will always be my view.  I remember reading that other countries view the United States as a litigious society which is not good because it increases of the cost of doing business in the United States.  I view court litigation costs as an expense which does not add value to any product or service… litigation costs only increases the cost of products and services to the consumer.  I understand the discussion will be on determining an actionable definition of unreasonable and unjustified.  It appears I am an optimist so let’s attempt to do the best we can.
  • Implementation of Management by Exception (MBE) principles for the State of the Union address and elsewhere for those budgeted items regularly occurring every year by the Congressional Budget Office’s (CBO) analysis of the President’s Budget.  I am especially interested in keeping an eye on the following:
    1. Contingent Liabilities as the US will have little influence as it modifies the business model to serving, if requested in writing, in an advisory capacity to a regional alliance.  It is reasonable to expect disassociated and disenfranchised foreign governments and businesses will proceed by whatever means are legally available to them to acquire some money  (i.e. judgments, interest, and penalties) from the US government.
    2. Access to the Executive Branch.
    3. My Inauguration and Discontinuance of Programs and/or Processes.
  • Fine tune each successive annual budget, in consultation with the CBO, to resolve the prior year’s differences of opinion between the Executive Branch and Legislative Branches.
  • Identify and resolve all issues among the FASAB Handbook of Federal Accounting Standards and Other Pronouncements, as Amended, International Accounting Standards Board (IASB)Financial Accounting Standards Board (FASB), and any other applicable accounting standards.  It seems to me the United States should be able to integrate all accounting standards into a single paradigm (e.g. Chart of Accounts, Financial Statements, and Balance Sheets) for use by both, government and business; however, it is not likely all foreign governments and global businesses will be willing to agree to such a project.  For example, it seems to me there are many similarities among principles of Cost Accounting used by business and the government’s Fund Accounting.  There may be open and transparent agreement by all foreign government and its empowered accounting standards bodies but a constant array of objections would need to be managed detracting from the most ideal and appropriate set of guidelines for the US and its enforcement needs.  Therefore, I will direct the federal government to run a parallel process to the existing efforts to agree upon a set of international standards.  The parallel process controlled exclusively by the US government will result in its new standards being issued by the end of my first term.  That is, the US government has four (4) years to initiate and manage the process from start to end.  This parallel process insures the US will get it done without depending on the cooperation of the international community.  My concern about jointly-developed standards is that other foreign government laws will lag behind the window of opportunity to effect such consolidation resulting in a lack of enforcement capacity.  This will definitely place US commerce at a disadvantage due to stricter standards being placed in use quickly.  Of course, the United States will share its independently developed or parallel version of the accounting standards with any foreign government and/or business.  FYI, the international standards effort and the US parallel version will be staffed by different people who will not communicate among themselves.  The international community deserves to receive a static set of standards previously adopted within the US in order to promote agreement within its process no later than the end of the next four year period.  Anyway, I’ll wait to see what the international community delivers at the end of the identical four (4) year period before making a decision on which set of accounting standards to adopt for US purposes.

 TO:   Industry – Specific Coalitions & Associations and Electors to Support My Candidacy for President of the United States

I am requesting a copy of an electronic file containing the email addresses of persons who have been elevated beginning at the precinct/county/et. al. levels through to and including being selected as Electors for the Electoral College.  I have no reason to disguise my purpose for wanting the electronic file; therefore, I will state my objective is to offer these political party persons the opportunity to both, (1) serve as my Electors to the Electoral College, and (2) participate in a lottery system whereby he/she may be able to attend my inauguration in January, 2017.  It will be their individual decision and they will, of course, be able to maintain their loyalty to whatever political party he/she chooses.  I have already publicly made such commitments at Change of Strategy and Electors Needed.  These people experience the same obstacles as everyone else and I intend to empower them by using my Listening Skills to continue contributing to society in whatever manner he/she personally desires…Our country needs their activism and passionate pursuit of a better US society whenever I as The US President Elevating Social Issues.  I have the following immediate goals:

  1. Identify and select Electors supporting my Candidacy for President of the United States.
  2. Initiate the formation of a coalition of entities including but not limited to major/minor political parties and other fringe state parties which experience extreme difficulty in having their voice heard. This coalition will acquire the power to level and realign the playing field needed by our country.  It is not prudent for me to participate, in any way, in the coalition… you folks must do the work and sustain it for future generations of youthful leaders to take it over from you.  I see this as YOUR gift to (a) our youth who will eventually assume power in every facet of the US society, and (b) as proof to the international community of the US resilience and stability. Additionally, it will empower me to manage issues I know to be important including but not limited to Transformation of Government, Access to the Executive Branch, Career Advancement,  FOIA Requests Creating Communication Problems, DNC and GOP Delegate Selection Process and My Process Improvements,
  3. Enter my name “Charles Driggers” on the election ballot of all states representing as many political parties as legally possible. You may reference Ballotpedia’s State laws and party rules on replacing a presidential nominee.  I am especially interested in my name being printed on the election ballots in those states where Write-In candidates are not permitted.  Of course, any and all current 2016 Presidential Candidate should be honored by consultation in an effort to get him/her to voluntarily step-aside making way for my name to be placed on the election ballot.   I am suggesting such a process can be conducted over the telephone via conference calls.  You can make anything happen if you want to and put your mind to it… simple.
  4. Contribute my skills and passion for doing some public good… public good which will make our world safer for future generations.
  5. Convert this email to a single blog post enabling recipients to identify all other recipients for planning purposes.  I can’t be any more transparent and open.  Therefore, it is necessary for me to create and post this blog.

I will not do any of the following:

  1. Incorporate any political party or for-profit business to generate revenue based on the use of the data contained in the electronic file. I am one person and not part of a larger group or association of people.
  2. Solicit donations from anyone including but not limited to the individuals contained in the electronic files to be provided to me. I want to make especially clear each and every state political party may use its association with me to raise donations or other means of economic and non-economic assistance to support its individual party’s ideological goals.  This is the American way and I support all state party staff being able to financially conduct its business while minimizing the effects of Saving the Day Syndrome.  Admittedly, I am interested in such people who work in the political arena to be paid wages/benefits for their efforts.  That is, I would like to see a decreased volunteer workforce.  Let me be clear… I will never accept a donation or expect any remuneration or in-kind contribution for associating with me.  Furthermore, I will not coordinate any such state party activity with me as it can become an issue requiring me to file FEC reports.  All money raised must be retained and accounted for by the state political party pursuant US laws. 
  3. Sell, rent, or generate revenue by any means from the use of data brokers as done by other politicians. The email addresses will be destroyed upon either (a) Unsubscribing to my blog to which he/she voluntarily Subscribed from his/her personal computing device, or (b) at the conclusion of my Presidency where I will also destroy their physical address, whichever comes first.
  4. I will not pass the baton to another individual, per se, as I have not requested or contributed in any way to encourage any group of people sharing a common ideology to pass the baton to me.  I have no IOUs which is one of the many traits which makes me unique and different.  I understand there are risks whenever implementing Infrastructure Upgrades; however, I have no plans to be Reinventing the Wheel.  I will begin a process to immediately improve upon Security: The Noise Effect, Credit Reporting Agencies adverse affects on the consumer beginning with and throughout My Inauguration and Discontinuance of Programs and/or Processes.  It must be accepted people will talk especially when he/she is no longer within the reach of the federal government… I clearly understand this limitation of the US government and its laws.  Furthermore, I will have implemented a process to resolve and manage the Government and Business Accounting standards for US Presidents who will follow me.
  5. Request, verbal or written, binding pledges to support me with the Electoral College process. I will stand on my own merits.

FYI, I think the post-inauguration party hosted by me will need to be on The White House lawn because I have no intentions to solicit donor money for an extravaganza elsewhere.  There comes a time when it is necessary to trust and believe in a person whom you may not even know or heard of because I will be speaking “In My Own Words” versus “News Media” due to my Individual Conviction.  This is one of those times to trust and believeto trust and believe in me.  In case I forgot to mention… we will have some fun along the way by discussing thought-provoking topics impacting both, families and the government budget including but not limited to How to Easily Lower the Divorce Rate, and Another Way to Lower the Divorce Rate, and this assembled view of my blog posts In My Own Words to date with many more to come.   We have to be able to laugh at ourselves while understanding Our Feelings are Ours.  I want everyone to know Everything Works Out in Due Time with me at the helm.

Electors Needed

I need to identify more Electors as excerpted from my Change of Strategy post and described below; therefore, it is not too late to put your email address in the game for consideration.  There are no expenses associated with being considered, selected, or performing in an Elector capacity… no donations are expected either.

  1. I will use the Subscriber email list to select Electors for the Electoral College  All major and minor political parties (e.g. Republicans, Democrats) are required to identify Electors for the Electoral College.  I have not decided on the selection process to be used for selecting Electors except I know Electors will be selected from the Subscribers email list.  Subscribers will be informed as soon as I know.

You only need to Subscribe to Blog Via Email at In My Own Words blog site.  It is open for anyone to be considered for being an Elector representing my voice and goals who can include but not be limited to farmers, welders, road construction workers, mothers, fathers, college students, blue collar workers, white collar workers, lift operators, auto mechanics, waiters/waitresses, taxi cab drivers, bell hops, immigrants, LGBT and other activists, politicians, farm workers, truck drivers, teachers, persons who are registered political activists for any political party, and so on.  Admittedly, I am interested in recruiting Electors from among existing political parties who have not been able to ascend in their party ranks to become a national convention delegate or one of the party’s elite Electors.  These are the people who have spent years volunteering in local politics; however, have not been able to assume positions of sufficient power and influence enabling them to advance in the political hierarchy.  I do not represent any political party nor will I be incorporating a political party; therefore, all such persons have free will to stay in their current party or change to another party.  The opportunity I am presenting is similar to competing in the World Olympics where it is not unusual for a US citizen to compete by representing another country.  I am encouraging you to espouse the values and beliefs important to you… this is another example of how I am unique and different.  I do not care whether a selected Elector is a registered This or That.  You only need to Subscribe to Blog via Email at In My Own Words.

Access to the Executive Branch

I have concluded thus far the two open and transparent doors to the Executive Branch is (1) its open and competitive procurement process, and (2) 30-day comment period on proposed regulations as printed in the Federal Register.  I recognize these two entrances as the Front Doors to the Executive Branch.  I describe all other entrances to be Back Doors to the Executive Branch.  Of course, I intend to close and lock all Back Doors without regard to the sidewalk (e.g. enabler) leading to the Back Door.  It doesn’t matter to me whether the sidewalk is made of concrete, brick, pavers, asphalt, or a gravel/dirt mixture.  The problem is the Caller doesn’t truly know whether the Back Door is open or closed for business.   He/she may conclude the provision of an additional value-added feature will be sufficient to gain entry through the Back Door.  It is a Nothing Tried, Nothing Gained mentality.  Therefore, the Caller will continually come knocking at the Back Door with new variations of its wares.  It is an endless process for the Executive Branch employees who possess only Front Door keys.  That is, they do not possess the keys to the Back Doors.  It is not fair to our country’s federal employee workforce to expect them to (1) justify the presence of someone in The House who entered through the Back Door, (2) be expected to continually entertain Back Door Callers, or (3) jeopardize their personal integrity and credibility which I expect from Executive Branch employees.  I need to have confidence in the recommendations he/she will render to the chain-of-command.  I will accept such recommendations to be consistent with the information provided by others and their personal experience/insights… this will be good enough for me.  Who knows whether such recommendations will subsequently land on my desk; therefore, all federal employees should render recommendations understanding it may ultimately lead to my making the final decision.  I know how to identify whether it is a People or a System problem.

There are a number of inherent problems with the existing tax-exempt Donor business model.  The problem manifests itself in the Donor becoming the power broker of the downstream non-profits to which it donates money.  The Donor becomes the power broker who can easily assume control of such downstream non-profits.  How can this happen?  Simply put… the downstream non-profit becomes dependent on the upstream power brokers continued resupply of money to support day-to-day operations or payment of prior unpaid expenses.  The Donor knows how to withhold donations/transfers at critical points in time such as but not limited to the downstream non-profit making payroll and/or depositing withholding taxes to the IRS to avoid penalties/interest.  The deposit of withholding taxes is especially critical because downstream non-profit key executives will be held personally liable to the IRS for making payment; therefore, these downstream non-profit key executives will agree to whatever the Donor desires.  I could easily equate such a Donor becoming the rescuer as a physician is to a human disease… I’ll call it Saving-the-Day Syndrome.  Of course, Saving-the-Day Syndrome applies to for-profit businesses too.  Big for-profit businesses know how to manage the disease Saving-the-Day Syndrome.  Actually, I am becoming a bit intractable in my older years about this disease because I actually know how to inoculate the disease into remission.  There is no cure; however, the inoculation is to diversify an entity’s funding base by capturing additional sources of revenue.  The mission statement of for-profit businesses and non-profits will probably need to evolve over time in order to survive the Saving-the-Day Syndrome.  My problem as President is how to mitigate this disease so as to sustain a fair playing field.  I am less inclined to address the for-profit business problem because there will always be downstream bankruptcies; however, new for-profit small businesses will emerge to take advantage of the vacuum created by another for-profit businesses demise.  For example, a new for-profit small business will go after the customers of the bankrupt company.  The same concept will apply whenever Walmart closes one of its superstore profit centers… a vacuum is created and for-profit small business needs to backfill meeting the needs of the prior Walmart customers.  It is what it is.

I am less inclined to simply watch Saving-the-Day Syndrome infect our non-profit industry.  I have these concerns about the US non-profit industry:

  1. A non-profit which is not able to generate sufficient donations to survive likely means there is less of a need for its services; therefore, it should cease operations.
  2. A non-profit is able to avoid paying taxes whereas government requires taxes to be paid in order to provide for security and other services to tax paying entities as well as the non-profits… a FREE ride.
  3. There is an increase in the number of non-profits; therefore, less money will be available for government services and benefits. This increase is evidenced by the emergence of consultants who advise non-profits how to enter the for-profit commerce domain AND emergence of colleges and/or universities offering non-profit management degrees.  I understand such non-profit management degrees is a growing field of study for colleges and universities.
  4. A non-profit which makes a donation to another non-profit is especially evident during the US Presidential campaigns where a presidential candidate and its campaign staff becomes the power brokers (as described above) to downstream non-profits including but not limited to state and local parties. It is also evidenced by the YWCA being a financial sponsor in the 2008 presidential debates conducted by the Commission on President Debates.   I ask you… “How did the YWCA USA Board of Directors justify contributing money to the Commission on Presidential Debates?”  I always remember the YWCA being active in spousal abuse programming and kids programming.  Of course, the money came from the YWCA’s hardworking volunteer workforce in supporting such social needs as spousal abuse programming and kids-related activities.  The YWCA’s donation to the Commission on Presidential Debates was at the expense of both (1) services to those who need the traditional YWCA services, and (2) those who worked hard to generate donations to the YWCA mission.  It doesn’t take much thought to understand these volunteers took time away from their families to support YWCA fund raising campaigns.

I can go on and on with this line of thought; however, it is time to offer my solution.  I can offer a solution; however, I will probably not be the first to do so.  My solution is to disallow non-profits from making donations/transfers to other non-profits except where there is a specific service-for-fee arrangement.  This will permit downstream non-profits to hire people (i.e. not abuse volunteers) to do the work for the upstream, non-profit power brokerThe upstream non-profit power broker Owns the problem much as for-profit businesses Owns the problem… the compensated employee is the solution. For example, the upstream non-profit power broker presidential candidate’s campaigns will make payment for employee wages/benefits at state and local parties in lieu of giving the money to the news media.  Our youth will be able to get involved at the grass roots level as a lively hood versus an evening volunteer activity.  We need to find a way to continue our youth’s involvement at the local level AFTER graduating from college where he/she was actively involved in student political groups.  Finally, I am really distressed about the wholesale emergence of the non-profit sector removing taxes from government operations.  It means there should be a reduction of services to the US citizen, reducing the government workforce, and government (i.e. federal, state, local) diversifying its revenue generation activities beyond its current scope.  For example, I plan to expand the Department of Justice (DOJ) enforcement activities to make for-profit businesses who violate the law to make things right by agreeing to reimbursing the government for its time, reimburses the government from its own previous outlays to mitigate the consequences of error by the for-profit businesses, and paying sufficient penalty insuring the wrong-doer thinks twice about doing the same thing again.  This will increase the DOJ budget; however, there will be a Return on Investment (ROI) due to the budgetary increase.  I view such DOJ and states Attorney General activities as assigning responsibility and accountability for wrong-doing to the perpetrator(s).  Another example… this concept will be applied in my Administration to Donors who become bankrupt, and separately, to the foundations where all Donors placed their money; thereby, avoiding taxes.  The problem I will address is when such tax avoidance transfers are made by earlier generations of for-profit businesses owners in compliance with laws in existence, at the time, are later found to have caused harm to human life and/or the Earth’s environment and/or the planets of our and other universes.  FYI, I am less concerned about non-human life since such life seems to be sustaining itself around the world.  There needs to be retroactivity and poison pills to such future tax avoidance practices which leaves the then taxpayer as the Owner of the problem (e.g. railroad industrialist practices).  I just don’t think it is fair to leave the then taxpayer with the problem when foundation money is setting in the bank collecting interest and being invested to create even more money.  I WILL FIX THIS.  Uhm… it sounds as if I am antidote to the disease Saving-the-Day Syndrome.

It has become apparent to me people will “pay attention” to noise.  I suppose someone has already labelled it as “The Noise Effect”.  That is, people will stop what they are doing and give their personal attention to any source of noise.  These noises can include but are not limited to a cough, car horn, smartphone text/email alerts, ambulance, news media, people talking loudly and/or constantly speaking, and so on.  I would not be surprised to learn Apple Corporation conducted research in getting the attention of users whenever its email is delivered to a smartphone… I have observed over-and-over again, people stopping whatever he/she is doing to see what communication has been delivered to his/her smartphone.  I can easily describe this as an addiction.   I even believe people who are regularly bombarded by noise will become anxious in comparatively quite work environments due to the absence of noise.  On the other hand, I have discovered I am capable of not being distracted by noises… I can sustain a conversation as noisy events occur around me.  I do; however, have concerns about loud and/or constantly speaking persons working in secure work environments (e.g. Top Secret, NATO Secret, Confidential) where others may overhear their conversations.  As described above, I believe others will automatically pay attention to such loud and/or constantly speaking persons…this is to be human.  Therefore, I do not believe loud and/or constantly speaking persons should be assigned to secure work environments including but not limited to Top Secret, NATO Secret, or Confidential.  My stepfather was a loud-speaking person; therefore, he would not have been appropriate to work in secure work environments.  I accept the degree of loudness can be measured in decibels, pitch/et. al.; however, I do not intend to subject key executives to use such metrics.  Our key executives are going to need to use their best judgement while understanding their decisions will be subject to criticism by persons who are rejected for loudness and/or constantly talking.  I don’t even want to think about someone who currently works in a secure environment being removed from the secure work environment for loudness and/or constantly speaking…it may even be a medical or psychological basis for their individual behavior.  These employees will need to be dealt with on a case-by-case basis.  I know this will mitigate risks associated with the leak of information originating from secure work environments.  It is even conceivable one person “intentionally” makes a loud statement with another person overhearing the statement who, in turn, reports it to the news media.  That is, anything is within the realm of possibility which requires me to mitigate the associated risks.  This will be a selection criterion in the federal government when assigning and/or removing people from working in secure environments.

The Top Ten (10) baby names is being reported on the Social Security Administration (SSA) website.   I don’t know everywhere the baby names are reported; however, I have seen it on the display monitor at an SSA branch office.  This is an example of government waste and I consider this to be useless data for the federal government to be reporting to the public.  Alternatively, a data file can be posted on DATA.GOV for business’ use in generating information it believes the public would have interest such as expectant mothers.  It is likely small business entrepreneurs will be able to start a business with such government data.  Anyway, I remember seeing the top baby names in paperback form and government should only compete with private industry under certain conditions such as but not limited to unfair cost practices which are a burden to the public.  A best practice is reducing such reported data to only that which a person needs to make decisions regarding benefits and services.  This is a common sense approach to reducing the federal budget deficit.  This best practice will (1) save a vast amount of taxpayer money, (2) reduce information overload to the public, (3) sustain a barebones marketing approach of federal benefits and services to the general public, and (4) eliminate the noise enabling government to focus on essential government services similar to when the government has previously shut down. The White House’s Agency Contingency Plans are a baseline of services from which key executives can begin to “add to” when documenting that data/information which needs to be reported to the public at defined events and recurring intervals.  This is a bottom up versus a top down approach. Therefore, I am directing each Cabinet Secretary and the current White House Chief of Staff for the Executive Office of the President to begin eliminating such activities.  I want an estimation of savings to report to the public shortly after my inauguration.
